6. Implementation, supervision, monitoring and evaluation of informal education programs will be done in a decentralized manner.
Under this policy, the following strategies will be:
♦ Supervision, monitoring and evaluation of government, non-government and local bodies will be done individually and jointly. ♦ Participatory method will be adopted during monitoring and supervision. ♦ After supervision, monitoring and evaluation, discussion sessions will be organized at the local and central level and a report will be presented.
Strategy
There will be following strategies to implement the above policies and tactics:
♦ In order to monitor other agencies providing informal education, the non-formal education center occasionally inspects those agencies, conducts group discussions and conducts small research activities. ♦ Organizations conducting non-formal education programs must help the non-formal education unit of the district education office in monitoring and evaluating their programs. ♦ Principals supervise alternative school programs within their schools. ♦ The community administrator should monitor and supervise the child/adult/women literacy classes run under his center. ♦ All supervisors should send the report of their inspection to the village/NPA and related organizations. ♦ The supervision of open schools run by other organizations will be done by individuals/organizations designated by the relevant agencies. ♦ Institutions conducting non-formal education should hire their own internal supervisors. ♦ Qualification of supervisors should be as prescribed. ♦ Support workers conducting non-formal education will maintain personal profiles of participants to measure their educational achievement. ♦ The local district level bodies will carry out the responsibilities prescribed by the Local Autonomous Government Act, 2055.
